Welcome to Anoka, self proclaimed Halloween Capitol of the world. I'm not sure about that, but getting around the far north metro during the Halloween parade is impossible.
Anoka is located on the Rum River and is derived from the Ojibwa word Onokay, meaning oworking waters.
