Colors are highly tweaked. This one is a Lightroom trick I learned, not HDR. The idea is for a gritty urban feel by increasing the Recovery, Fill Light, Contrast, Clarity, and Vibrance sliders all to 100%. Then slide the Saturation slider to the left until the colors settle down almost until it turns to monochrome, or to your liking. Next step is to darken the edges a touch using the Lens Correction and Midpoint sliders.
